When worldwide governments seek ways to prevent released criminals from reoffending, scientist, Toby Barrett has a brilliant idea of using a titanium brain chip, developed by his colleague Drayton Parkin.

Thus giving the chip the code name HDS aka Hominem de Sententia - Latin to German "to make a person change his opinion." Toby Barrett's idea comes to fruition with great success only to be thwarted by Lydia a nefarious pirate who is stockpiling titanium, steel and narcotics.
