Exterminator is a member of the starfaring race known as the Celestials,
a group of fictional characters that appear in comic books published by
Marvel Comics. The characters first appear in Thor #387 and was created
by writer Tom DeFalco.Exitar only makes an appearance when Arishem the
Judge has decreed that a race and its world could or have become a
threat to the Celestials, at which point Exitar encases the offending
world in an impenetrable force field and proceeds to (as his name
implies) exterminate all living things from the world's surface. After
this is done, the world is re-seeded with life and the Celestials leave,
only returning to determine if the new life failed or not.
