The Ocean Geopolitics Centre of SOAMAR Brasil in Portugal is composed of an interdisciplinary team of researchers, scholars, maritime professionals, and strategic analysts dedicated to advancing scientific knowledge of the maritime domain. The Centre brings together expertise from a broad spectrum of academic and professional disciplines, recognizing that contemporary ocean affairs can only be understood through an integrated approach that combines geopolitics, international relations, maritime security, economics, environmental science, naval strategy, logistics, public policy, international law, and technological innovation.
The research programme of the Ocean Geopolitics Centre is conducted under the academic supervision and scientific leadership of Professor Artur Victoria, PhD, President and Founder of the Centre. His strategic vision has guided the establishment of a research institution dedicated to promoting excellence in maritime studies through interdisciplinary collaboration, scientific integrity, and international engagement. Under his leadership, the Centre has adopted the principle that maritime research should contribute not only to academic knowledge but also to practical policy development and the strengthening of maritime governance.
The members of the research team share a common commitment to intellectual independence, methodological rigour, ethical scholarship, and international cooperation. Their collective objective is to generate research that advances understanding of the oceans as strategic spaces essential to global security, sustainable development, economic prosperity, and international peace.
